The website URL is http://www.insurance.state.ut.us/. In the state we have a "Risk Pool" for individuals that have been turned down for individual coverage. Contact the agency for more information on the “Risk Pool” Plan - (801) 333-5599 or 1-800-624-6519, ext. 5599. VERMONT The Vermont Department of Insurance can help Vermont residents with health insurance questions. VIRGINIA The Virginia Department of Insurance can help Virginia residents with health insurance questions. Virginia residents can contact the Virginia Department of Insurance at P.O. Box 1157, Richmond, Virginia, 23218, (Virginia Only) 1-800-552-7945, web site http://www.state.va.us/scc/division/boi/index.htm. Unlike some states, Virginia does not have a state sponsored high risk pool available for people as an insurer of last resort. If an individual applies for coverage and is denied, or if the coverage is issued with restrictions for a pre-existing condition then the individual can appeal the decision. There is an office that can assist women with the appeal process, and the Consumer Services Section, which is also here in the Virginia Bureau of Insurance, can assist them also. WASHINGTON* The Washington Department of Insurance can help Washington residents with health insurance questions. Phone 1-800-397-4422 or the OIC Consumer Hot Line at 1-800-562-6900. For more information on the Washington high risk pool - phone number is 1-800-877-5187. WEST VIRGINIA Update 2005: July 2005, West Virginia High Risk Pool called AccessWV. It offers health insurance coverage to West Virginians who are unable to purchase coverage in the regular market due to medical conditions. For information about AccessWV call 1-866-445-8491 (toll free), web site www.accesswv.org. The West Virginia Department of Insurance can help West Virginia residents with health insurance questions. West Virginia adopted the Health Insurance Portability & Accountability Act of 1996 (HIPAA) as it was written (federal fallback state). As such, an individual has a guaranteed issue if they had eighteen months of previous coverage, the most recent being under a group policy, and less than a 63 day break. 2004: The only health care program provided by the state is the Medicaid program through the Department of Health and Human Resources (DHHR), which is based on income levels. The DHHR does have separate programs for women who have been diagnosed with breast or cervical cancer. I am not aware of any other programs at this time. WISCONSIN* The Wisconsin Department of Insurance and Department of Health and Family Services can help Wisconsin residents with health insurance questions. The State of Wisconsin offers a program called the Wisconsin Health Insurance Risk Sharing Plan (HIRSP), which is a program administered through the Department of Health and Family Services. WYOMING* The Wyoming Department of Insurance can help Wyoming residents with health insurance questions. The Wyoming Health Insurance Pool also has a pre-existing period for individuals coming "without" creditable coverage. Only group plans would allow individuals the ability to have coverage right away. The benefit of the pool is if they have creditable coverage, they would NOT have a pre-existing period, assuming the pool covers that condition. Whereas in the individual market, carriers do not have to give portability, thus never having to cover that condition.
